I can't find it in the .config directory. Trying to review some settings. Thanks.

/usr/share/defaults/nano/nanorc

If you wish to make changes however do not make them in that location they will be overwritten on package update. Copy the file to /etc/nanorc and edit it there. I believe ~/.nanorc might work too for per user settings.
