Just tested, and the two systems (a Ryzen 9800x3d and a Ryzen 6800H) are downclocking based on use per normal. Are you on the normal or LTS kernel? The normal kernel was switched to scx-sched from BORE, as to what has recently changed. So that command may not work with it. I am not sure, as I am still learning more about it. But at this time, my CPUs seem to be downclocking per norm.
You could test with the LTS kernel to see if that goes back to normal.
