Open the folder in the file browser (Nemo by default)
Drag the folder to the desktop

If you open the folder on the desktop, it should show the same contents as if you open the folder in the file browser.

As Brent said

brent go to Budgie Settings under Desktop tab to enable desktop icons.

I did in experiment in Budgie.
Using Nemo I navigated to the Endeavour (sharing disk) distro's/home folder call Templates.
I dragged and dropped it to the Budgie desktop.
But I could not see it.
I had to go to Budgie Settings under Desktop tab to enable desktop icons.
Then I saw it.
Success. The End.

I did this Linux distro-to-Linux distro. Can you replicate this Solus-to-Windows? Beats me. Good luck.

thanks. if i want to try a different desktop enviornment like kde plasma it it adivsed to install that i cant change it from budgie to kde plasma right? if i have budgie already instealled
