Hyprland - Package Request "Hyprland #1362"

Hello,
I'm a beginner in packaging and I am trying to pacakge Hyprland.

Today all the packages and dependencies ready (including xcb-util-errors and tomlplusplus).
The documentation says to check the package request before doing a pull request.

The topic is "Conditionally Approve".
Can I make my pull request or do i need to contact someone or discuss the subject before ?

I d'ont have Matrix for now, do i need an account ?

@gNick if it will be in unstable or if you can share package.yml I'm happy to help with testing. Can try to build it myself or check on unstable on bare metal.
