Has anyone else noticed their startup sound (service-login.oga, in /usr/share/sound/freedesktop) not playing anymore? My other regular sounds seem to be working but at some point the startup sound stopped working, wanted to know if I changed an option somewhere on accident or if this was affecting other people too.

Budgie. I can depressingly confirm this after a reboot. What the h-e-double-matchsticks happened? that's been the soundtrack of my life for many years. pavlovian even: budgie boots, I hear that, and smile.

/usr/bin/canberra-gtk-play --id="service-login" --- since there is no sound in my autostart, your remedy cannot be the original setting, right? this is just a workaround?
sHAKaJaada that did work for me. I was worried about the whole timing thing bur reboot and the timing synch is perfect, right where it used to be.
I asked around several months ago what service or program plays that sound on login and how, but no one could remember.
I am not clear where to place that command /usr/bin/canberra-gtk-play --id="service-login"
.
I haven't had a startup sound forever. Totally forgot that it even existed.

On a Budgie DE, >> Budgie Desktop Settings > Autostart > + to Add Command > Title & Description whatever you want and Add Command /usr/bin/canberra-gtk-play --id="service-login"
sHAKaJaada Thank you! I was looking in the Budgie Control Centre, and then forgot to look elsewhere.
Yeah, I'm on budgie too. Ultimately I like it better now that it's essentially opt-in since I don't think I ever figured out where/how to configure that. But it was weird for it to just happen on its own, I guess it was some budgie update.

It had been some time, but I kill my speakers when I shut down (they plug into a strip) so it went un-noticed. Glad you got it back by using the command part of autostart.

ebon said he queried the board about it but I must have had my head elsewhere which is normal. Yes it must've been a budgie update.
elfprince Still did not hear the startup sound, but next time I will wear (if I remember) my headphones, which are always plugged in.
I know he explained it above but it's not intuitive. When you hit the autostart button the first two fields are just naming stuff and the third (last) field is where the cut and paste goes. If you did that then it should be set. But if your headphones are plugged in then that should cancel out the speakers and you will hear it another day!

Anyway, the solution proposed by @sHAKaJaada works well for me too.
